Click on the "RELY..." button to pop up the Cost Driver Editor.

This window lets you pick one of the standard COCOMO ratings for the cost driver, or to enter you own Effort Multiplier (you might do that to interpolate between two of the standard ratings). The Effort Multipliers for the standard ratings are displayed next to each rating.

Notice that developing a project of Very Low Required Reliability will take about 82% of the effort required to develop a project of Nominal reliability. But, notice that the maintenance of such a system will require about 23% more effort.

For most cost drivers, you can select a rating for Maintenance. You can't do that for the Required Reliability cost driver because the reliability of a system doesn't suddenly change when it enters maintenance.
